Scott Davis writes about the Raiders and Mark Davis' plans regarding Los Angeles

Los Angeles is forging forward with continued efforts to bring the NFL back. One particular official continues to stay optimistic that efforts to keep the Oakland Raiders in the East Bay.
This past Tuesday night, the Carson City Council voted to pass a $1.7 billion stadium proposal co-created by the Oakland Raiders and the Chargers. Both teams made public statements that the Los Angeles stadium plan is a nothing more than a good backup in the event their respective towns are unable or unwilling to provide an acceptable stadium deal by the end 2015. Although the Carson City scheme has a significant set of hurdles yet to be conquered, Tuesday’s vote was noteworthy.
Either way, Scott McKibben, the Coliseum Authority executive director, is staying positive and is giving the outward appearance he is unthreatened by the activities taking place in Los Angeles.
“It was no big surprise,” said McKibben referencing the vote on Tuesday. “We are going to work as fast as we can on a stadium proposal in Oakland. The key is to move as fast as possible.”
His strong feeling is that Oakland Raider owner Mark Davis really has his heart set on staying in Northern California. Davis has not been silent and has expressed his opinion publicly on many occasions. McKibben is a realist however and is more than aware that it a business decision for Davis to explore every option and potential leverage which does include L.A.
McKibben senses the time is fast approaching for Davis and the Raider Organization to make a decision so the Oakland proposal needs to ante up sooner than later over the next few months because of the Raiders' 2015 decision deadline.
